AB  - Based on the concept that Europe and its parts are represented by the model "System of Systems", denoted as a human system, the in-depth study of disasters and disasters' management reveals the tasks for future security research. The formulation of tasks for research is based on the philosophy that each responsible government should protect their inhabitants daily and especially during critical situations. The outputs show that European citizens are very threatened by organisational accidents, the causes of which are human behaviour defects and, mainly, human management defects on all levels of government.
